Tehama County General Plan Update 2009-2029
The Tehama County General Plan is a comprehensive document that provides policies and guidelines for the future expansion and development of the community. The General Plan helps express how the citizens of Tehama County wish to see development in their community occur, and it serves as a planning guidebook to decision-makers, staff, and citizens. The General Plan serves as the foundation for various planning documents that help support and implement the General Plan including: the Tehama County Zoning Ordinance; the Tehama County Land Development and Engineering Design Standards; area plans; and other planning documents.
Regional Transportation Plan

One of the major planning responsibilities of the TCTC is the development of the Regional Transportation Plan (RTP). The RTP serves as the planning blueprint to guide transportation investments in Tehama County involving local, state and federal funding over the next twenty (20) years. Transportation improvements in the RTP are identified as short-range/constrained (2019-2029) or long-range/unconstrained (2030-2039).
Tehama County Regional Transportation Plan - 2025
A long-range planning document that acts as the basis for transportation planning in the region over a 20-year planning horizon, the RTP is a living document that is required to be updated every 4-5 years so that Tehama County maintains its eligibility for many of the State’s funding programs.

Tehama County Regional Transportation Plan (With Appendices) - March 2020
The Tehama County Transportation Commission (TCTC) is the state-designated Regional Transportation Planning Agency (RTPA) for Tehama County. TCTC reviews transportation needs and identifies improvements for transportation, transit operations and infrastructure. TCTC administers local, state, and federal funds for the implementation and maintenance of transportation infrastructure throughout the region.

Regional Transportation Improvement Program
The RTIP is a program of highway, local road, transit and active transportation projects that a region plans to fund with State and Federal revenue programmed by the California Transportation Commission (CTC) in the State Transportation Improvement Program (STIP). The RTIP is developed biennially by the regions and is due to the CTC by December 15 of every odd numbered year.
Coordinated Public Transit - Human Services Transportation Plan
Coordinated transportation is essential to keep people linked to social networks, employment, healthcare, education, social services, and recreation. Having access to reliable transportation can present a challenge to vulnerable populations, such as seniors, people with disabilities, and low-income individuals. For these groups, a coordinated transportation plan is necessary to improve access, efficiency, and promote independence.
Short Range Transit Plan – Adopted January 2023
The Tehama County Transportation Commission, aware of the importance of transportation issues and dedicated to providing excellent services to its residents, has retained LSC Transportation Consultants, Inc.,
to prepare a Short‐Range Transit Plan for the Tehama Rural Area eXpress (TRAX) service. This study provides an opportunity to review and evaluate current services and make recommendations to meet the mobility needs of residents and visitors.
Transit Asset Management Plan
The 2020 United States Census reported that Tehama County had a population of 63,463 covering a total area of 2,962 square miles. Tehama Rural Area Express (TRAX) operates the local transportation service. TRAX is a fixed route bus service connecting Red Bluff, Corning, Los Molinos, Gerber, Tehama and places in between. City routes are available in Red Bluff and Corning, and regional routes are available along the Highway 99E & 99W corridors which connect the city routes. Buses run on fixed schedules and are accessible at any designated bus stop or by “flagging” down a bus anywhere along the route where it is safe to stop. Special discounted fares are available for seniors, students, and persons with disabilities.
Tehama County Active Transportation Plan - June 2019
The Tehama County Active Transportation Plan is a planning effort to enhance walking, biking, and multimodal mobility throughout Tehama County. The TCTC aims to improve the health and quality of life in Tehama County by making walking and biking a key component of daily life. This progressive approach to countywide bicycle and pedestrian planning will identify project needs, program recommendations, and priority infrastructure improvements. The Plan will build on previous planning efforts while ensuring that all future active transportation projects are compliant with state and federal goals.
Unmet Transit Needs
Each year, the Tehama County Transit Agency Board (TCTAB) invites public input to identify unmet transit needs throughout the county. Community feedback plays an important role in evaluating existing services, identifying transportation gaps, and helping shape future transit planning and investment decisions.

Through a series of site visits, interviews, and surveys, CDX Wireless has inventoried the existing Tehama County Radio system, specifically the two-way, voice, land mobile radio systems used by the Tehama County Sherriff’s Office (TCSO), Tehama County Public Works (TCPW), and the Tehama Rural Area eXpress (TRAX).

Throughout the County, evacuation improvements have been identified by utilizing strategies aimed at ascertaining communities with insufficient ingress and egress evacuation routes, addressing local community fire evacuation concerns, and enhancing evacuation operations with improved communication tactics.
